Mie Prefecture Introduces AI-type "HUE Chatbot"
Promoting DX of procedures related to industrial waste
- 94% correct answer rate, even in highly specialized areas-.

 (Head Office: Chiyoda-ku, Tokyo; CEO: Osamu Hata; hereinafter referred to as "WAP"), has introduced and released its AI-type chatbot "HUE Chatbot" to Mie Prefecture, where it has been recognized for its effectiveness in reducing the time required to respond to inquiries. Going forward, WAP will continue to automate responses to inquiries such as receipt of applications related to industrial waste as part of its administrative procedure DX, and respond promptly to inquiries 24 hours a day, 365 days a year, thereby improving the convenience of related businesses and increasing operational efficiency related to notification and reporting.


                                        

Mie Prefecture is working to develop human resources and improve the business environment through the use of ICT (Information and Communication Technology) as part of its efforts to promote the recycling-related industry, which is responsible for waste treatment and recycling. As part of these efforts, the prefecture was considering the introduction of chatbots, and in the latter half of last fiscal year, it introduced HUE chatbots, citing ease of operation and management as the deciding factor. Because the management screen is easy to use and can be set up without advanced IT skills, it took only one month from last December, when prefectural staff registered approximately 100 FAQs and began preparations for the introduction.

 When the system was opened to the public from January 10 to the end of March, a total of 345 inquiries from businesses and others were responded to in about three months. The system was effective in that it enabled responses even outside of business hours and reduced response time for staff. Therefore, we will continue to use the chatbot to improve efficiency and convenience in the current fiscal year.

The HUE chatbot is installed on the Mie Prefecture website as a "Mie Industrial Waste Application Guide Chatbot" on pages related to industrial waste, and responds to inquiries about notification and reporting as stipulated in the Waste Disposal and Public Cleansing Law and the Mie Prefecture Ordinance on Promotion of Proper Treatment of Industrial Waste. This year, the chatbot has been open to the public since June.

 The chatbot has been available to the public since June this year, and responds to four questions on matters such as applications for industrial waste collection and transportation licenses and reporting of disposal results. In addition to Japanese, the service is also available in English, Chinese (simplified and traditional), and Korean.

HUE chatbots can respond to a wide range of expressions. In addition, WAP performs accuracy tuning* prior to publication to further improve the accuracy rate. In Mie Prefecture, the percentage of questions answered correctly was 85.6% when the FAQ was first registered, but as a result of tuning, the percentage of correct answers increased to 94.0%, achieving a high level of accuracy.*Making the HU chatbot's artificial intelligence memorize many keywords and conversation stories, in addition to FAQs, possible inquiries, and industry- and company-specific terminology.<Example of improvement through accuracy tuning>4. What is HUE chatbot? HUEchatbot is an AI-type chatbot that responds to "fluctuations" in Japanese by applying NLP (natural language processing) technology. It enables highly accurate dialogue as if it were talking to a human being. The usage status and points for improvement are visualized on a dashboard, allowing anyone to perform PDCA cycles with intuitive operation. Feature 1: Supports technical terms Can be used in a wide range of industriesIn the case of general chatbots, the number of words in the built-in dictionary is limited, and it is said that it is difficult to recognize unique words such as industry terms and technical terms. However, HUE chatbots can be used in a wide range of industries and fields because even those with no programming knowledge can register unique dictionaries anytime and as many times as they like from the administration screen. It was developed by the Works Tokushima Artificial Intelligence NLP Laboratory, which specializes in natural language processing (NLP) technology essential for AI-type chatbots, eliminating the need for users to register a large dictionary and reducing the number of FAQs to be prepared.
