(Head Office: Chiyoda-ku, Tokyo; CEO: Osamu Hata; hereinafter referred to as "WAP") will provide a free evaluation version* of "HUE Invoice Nomenclature," which enables easy matching of the registration numbers of qualified invoicing businesses for the consumption tax invoice system, from December. In anticipation of the introduction of the invoice system in October 2011, companies are working to verify the registration numbers of their suppliers. This service matches data based on company names and addresses between supplier lists and the list of registered businesses published by the National Tax Agency (name matching), and automatically creates a list with registration numbers. The service is characterized by its ability to match company names even if they do not match exactly, and can reduce the time required to one-tenth that of manual matching (our comparison). The evaluation version uses up to 10,000 data sets to verify the match rate. This service utilizes technology from the open source software "Sudachi," which is released free of charge by WAP. The official launch of the service is scheduled for March 2011.
The free evaluation version is intended for preliminary confirmation of the match ratio, and does not output data of the matching results. To output the data, you need to purchase the service.

1. The collation work is enormous, and there are calls for more efficient collation.
The amount of consumption tax paid by a company is calculated by subtracting the consumption tax on purchases from the consumption tax on sales (credit for consumption tax on purchases). This means that many companies will no longer be able to receive a credit for taxable purchases. For this reason, many companies are checking to see if their suppliers are registered as a qualified invoice issuing business and obtaining their registration numbers.
Depending on their size, companies may have several thousand to several tens of thousands of suppliers. On the other hand, the number of corporations already registered with the IRS currently stands at about 800,000, and is expected to increase further toward the registration application deadline in May 2011. The matching of supplier lists with the IRS registration lists requires an enormous amount of work, and WAP's approximately 2,200 clients have asked us if we could somehow make this more efficient.
2. "Normalization process" significantly improves accuracy, match rate from 3% to 76%.
HUE Invoice Nomenclature" is provided in the cloud. When a file of supplier data is uploaded, it is checked against the IRS list and then downloaded, separated into files with registration numbers and files whose numbers could not be verified. Prior to the official launch of the service, an evaluation version will be provided free of charge from December, allowing users to check the accuracy of the data, including the data match rate, prior to the introduction of the service.
The "Sudachi" technology used for matching enables normalization processing to determine that words are the same even if there are minor differences in notation (fluctuations in notation). For example, even if the list of suppliers includes "Suzuki Shokai" or "Suzuki Shokai," the official name is considered to be "Suzuki Shokai Co. The accuracy is significantly improved from a 3% match rate without normalization to 76% with normalization. The evaluation version allows users to check the data's alignment match rate in advance.

About Sudachi
Sudachi is a highly flexible and accurate Japanese morphological analyzer, an open source software released free of charge by WAP. Morphological analysis divides text into the smallest units that have meaning, and assigns information such as parts of speech. Once the part-of-speech information is added, it is possible to exclude particles from the search criteria, for example. Sudachi incorporates the latest words into the dictionary required for analysis, and as of May 2010, 2.9 million words, the largest number in Japan, have been registered. The dictionary required for morphological analysis contains the latest words, and is regularly updated and maintained to ensure high quality performance that can withstand commercial use.
